news.antiwar.com/2024/04/04/us-envoy-suggests-diplomacy-with-the-houthis-as-bombing-campaign-has-failed/Since President Biden launched his new unauthorized war against the Houthis on January 12, the US and the UK have bombed Yemen at least 148 times, according to the Yemen Data Project. Despite the failure of the campaign, the US continues to launch missile strikes on Houthi-controlled Yemen. The Houthis, officially known as Ansar Allah, have controlled Yemen’s capital, Sanaa, since 2014 and govern an area of Yemen where 70-80% of Yemenis live. The IDF has a protocol for strikes against humanitarian organizations. And the protocol is this, according to Haaretz, “the Army’s procedures state that those who must give the final approval for activities against sensitive targets, such as aid organizations, are senior officers at the ranks of division commander, commanding general, and even chief of staff.”

Two of the sources interviewed claimed that the IDF “also decided during the first weeks of the war that, for every junior Hamas operative that Lavender marked, it was permissible to kill up to 15 or 20 civilians.” Were the targets Hamas officials of certain seniority, the deaths of up to 100 civilians were also authorized.
